-25% Damage with Hatchet weapons

- BENEFIT: Your damaged targets from your Hatchet attacks suffer a penalty of -10 Accuracy for 10 seconds. This affliction seems to only affect weapon attacks from inflicted targets.
- PENALTY: -25% damage from your Hatchet attacks.
