The melee weapon damage value is calculated with the formula: (Normalized health * -0.2) + 1.2. At 100% Health, no bonus is granted. For every 5% Health lost, an additional +1% Damage is granted. At 0% Health, +20% Damage is granted.
The AR value is calculated with the formula: (Normalized health * -2) + 2. At 100%, no bonus is granted. For every 5% Health lost, an additional 0.1 AR is granted. At 0% Health, +2 AR is granted.
