Rinatto is a merchant in Pillars of Eternity.
He can be found standing outside of The Celestial Sapling in the Hearthsong district of Twin Elms, at first. Later, if you have completed Hard Bargain to his favor, you can find him in the inn proper.

He is a merchant from The Vailian Republics, who came to trade with Glanfathan locals, particularly for rare herbs and plants. Rinatto had the bad luck of coming across a crafty merchant and getting, in his opinion, swindled. However, he knows better than to harass a Glanfathan on their home soil, leaving him to fume and rant in the relative safety of the inn.
In truth, Rinatto did get what he wanted, herbs called elardh golah that help with male virility. Problem is, he is too old and his erectile dysfunction too great for them to work properly. Of course, Rinatto ignores the truth, preferring to believe that a Glanfathan witch has swindled him.
