Sweynur is a citizen of Gilded Vale, in Pillars of Eternity. He can be found outside of Trumbel's Mill in Gilded Vale, and then later in The Black Hound.

The local tough dwarf, brawler, and inn lizard, Sweynur fancies himself to be a champion of the people, fighting against Trumbel for a more equitable distribution of grain. In reality, he's little more than a thug, no better than the local element accosting Aloth. Quite fond of drinking too.
