Tarfos is the new mayor of Stalwart in The White March - Part II. He can be found near the eastern gate of Stalwart Village once you've started The White March - Part II story-line.

The stout dwarf used to run the mines, but when Renengild stepped down as mayor she asked him to run for office and he agreed. However, he seems to be a little overwhelmed with the job, especially with the delegation from Stalwart seeking to appraise Stalwart's potential and the grounds for any further investment.
